Tweeten Eldercare has served over 5000 families since 2008
We believe placement is not about filling a bed—it’s about finding the right environment where a person can feel safe, respected, and supported.
Founder & Advisor
Eloise Tweeten
Eloise launched Tweeten Eldercare Advisors in late 2007 after navigating senior living decisions for her own family—experiences that gave her a deep appreciation for how emotional and complex these moments can be.
Those experiences, combined with two decades of professional work in human services, shaped her thoughtful, client-first approach. Families often describe Eloise as steady, reassuring, and deeply knowledgeable—someone who helps them slow things down and see the path ahead more clearly.
Eloise remains personally involved with clients and placements, bringing calm guidance, strong advocacy, and genuine care to every family she works with.
Tweeten Eldercare Team
Nicole Ruggeri
Client Services Manager
Nicole is likely to be your first point of contact with Tweeten Eldercare Advisors. She conducts initial phone interviews with callers, gathering the most relevant information about care needs, social needs, geographic parameters, medical needs, and cost constraints. You may just need a referral to in-home care agencies, or to other community resources, in which case she can provide this information directly. She will also schedule an in-person appointment with one of our advisors to gather more in-depth information that will help us identify the best options for your unique situation, and follow up with families after placement to ensure satisfaction with the care provided. Nicole’s background encompasses 20 years in healthcare including customer service, administration, medical assistant, and medical assistant instructor before joining our team.
Shannon Bunyard
Associate
Shannon joined our team in 2025 after 24 years at Kaiser Permanente as a patient care representative and staunch patient advocate, followed by a real estate career as a buyer-focused agent. Her combination of skills in patient and real estate advocacy positions her well to serve our clients in an advocacy role. Shannon loves to tour communities and care homes with clients to help them find the right match!
Linda Conner
Community Liaison
Linda supports the rest of our team by regularly updating information on facilities throughout the North Bay. She gathers information about assisted and independent living communities, as well as licensed care homes, that includes availability, resident demographics, and ability to care for specific resident needs. She records which communities can and cannot accommodate needs such as dementia, skilled services (e.g. injections), hospice, etc. She also monitors licensing reports and schedules client tours with our advisors. Linda is our longest-standing team member, since 2018.
Cara Jones Fredline
Marin Advisor
Cara’s interest in caring for elders started at a young age when her mother worked as a hospice nurse in long term care facilities. Years later Cara trained as a bereavement counselor and patient visitor. This opened the door to senior care years later when she worked for a home care company and then spent seven years in senior living as a director of sales and regional sales specialist where she delighted in helping families before joining our team. She is currently assisting families who contact us in Marin County, where she lives.
